海洋军事强国都不愿意扩大其他国家的领海权益来限制自身的利益扩张。比如200海里经济专属区,是60年代的时候冰岛不惜与英国一战(当然也可能是虚张声势),在北约和欧洲其他国家的斡旋下才达成的协议。之后才逐步为国际大多数国家承认。
